Cyber Liability - Register for eRiskHub.com/dual
TOIRMA added Cyber Liability coverages effective June 1, 2017. Included with this coverage is a access to a service, DUAL Cybersecurity (eRiskHub), a private web-based portal containing containing information and technical resources that can assist you in the prevention of network, cyber and privacy losses, and support you in the timely reporting and recovery of losses if an incident occurs. eRiskHub is an internet-based service that features news, content and services from leading practitioners in risk management, computer forensics, forensic accounting, crisis communications, legal counsel, and other highly-specialized segments of cyber risk.
Elements of a Good Intergovernmental Cooperation Agreement
Townships and road districts throughout the State of Illinois are cooperating in many different ways. Whether it's road maintenance, sharing equipment, general assistance administration, or many other functions, efficiently working together to share costs and responsibilities is happening every day. With whatever the cooperation involves, TOIRMA recommends that there be an intergovernmental agreement in-place. TOIRMA would like to review the contract prior to it's adoption, to help ensure that members are protected. Please contact Beth at (217) 444-1139 prior to entering into an agreement. TOIRMA has put together its Elements of a Good Intergovernmental Cooperation Agreement to assist it's members with a helpful list of items to be included in an agreement.
General Administrative Duties of the Township Highway Commissioner
The Illinois Department of Transportation prepared this manual for use in General Administrative Duties of the Township Highway Commissioner's Seminar. The manual went through extensive revisions in 2001 and was prepared through cooperative efforts of the Illinois Association of County Engineers, the Township Officials of Illinois, the Illinois Department of Commerce and Community Affairs and the Illinois Department of Transportation Bureau of Local Roads and Streets' Technology Transfer Center. The manual was updated in July 2017.
Highway Commissioner’s Diary
The Highway Commissioner’s Diary was unveiled in 1993 to help reduce the likelihood and cost of claims by documenting weather conditions, inspections, road work, etc. At the request of several Highway Commissioner’s, the diary was put into an electronic format in 2007 - it is in an Excel workbook.

In 1999 TOIRMA introduced the Human Resources Help Line, giving TOIRMA members access to Human Resources professionals to assist in answering employment-related questions and issues at NO COST TO THE MEMBER. Illinois Manual on Uniform Traffic Control Devices (IMUCTD)
The Illinois Manual on Uniform Traffic Control Devices (IMUTCD) consists of the national Manual on Uniform Traffic Control Devices (NMUTCD) issued by the Federal Highway Administration as amended by the Illinois Supplement to the MUTCD.

Manual on Uniform Traffic Control Devices (MUTCD)
The Manual on Uniform Traffic Control Devices for Streets and Highways, or MUTCD defines the standards used by road managers nationwide to install and maintain traffic control devices on all public streets, highways, bikeways, and private roads open to public travel. The MUTCD is published by the Federal Highway Administration (FHWA) under 23 Code of Federal Regulations (CFR), Part 655, Subpart F.
Mosquito Abatement Guidelines
In 2006 there were 215 human cases of the West Nile Virus reported in Illinois to the Center for Disease Control and Prevention (CDC). The West Nile Virus can cause serious, life-altering and even fatal disease. Most townships contract for mosquito abatement services, but some have a certified township employee apply the larvicide. TOIRMA does have a liability limit on mosquito abatement of $50,000 each occurrence per Member with a $50,000 annual aggregate each Member. The Mosquito Abatement Guidelines were implemented to help avoid claims.
Signing of Road District and Township Highways
The Illinois Department of Transportation has developed this guide for the convenience of road district highway commissioners and others who may be concerned with proper signage on highways under the jurisdiction of Illinois road districts. It provides a ready reference to typical sign details and typical applications; however, it is not meant to replace or supplement the Manual on Uniform Traffic Control Devices (MUTCD) or the Illinois Supplement to the MUTCD (ILMUTCD).
Vehicle Identification Cards
All registered vehicles in the State of Illinois are required to have liability coverage. However, as with most laws, there are exceptions. Certain vehicles are exempt from the mandatory vehicle insurance law, including vehicles owned by federal, state, or local governmental agencies. Despite the exception to the law, the TOIRMA Board of Trustees is of the opinion that TOIRMA members would find comfort in having evidence of coverage in their vehicles. The Vehicle Identification Cards can be printed out and put in the glove compartment of your vehicle. TOIRMA also offers the Vehicle Identification Card in a plastic sleeve – call (217) 444-1204 and Danielle will send you a supply.
